José-Antonio Peccharoman s’était révélé auprès du grand public en juin 2003 en remportant coup sur coup deux courses par étapes difficiles, en l’occurrence la Bicicletta Vasca et le Tour de Catalogne. Dans la première course, il s'était imposé devant Beloki et Casagrande, remportant au passage le chrono et l'étape de montagne. Lors du Tour de Catalogne, il avait récidivé en précédant cette fois Heras au classement final, en s'illustrant notamment lors du contre-la-montre en montagne, remporté avec autorité.
